After graduating from Washington State University, he completed the program at the Defense Language Institute in Monterey, California, as a member of the U. S. Air Force, and was awarded a diploma in Russian. With a grant from the Lutheran World Federation, he undertook research at the Centre for the Study of Religion and Communism in London. (From the guide to PC 20)

He earned his B.A. in history and education from Washington State University (1973), his M.A. in history from Pacific Lutheran University (1977), and his Ph.D. in educational leadership from Gonzaga University (1992).
