- The Paul Beckett Papers consists of materials collected by Paul Beckett on political science associations of which he was a member, Washington state legislation, and his trip to Pakistan in 1957. This collection includes newspaper articles, essays, correspondence, reports, and personal notes from his time at Washington State University and during his time in Pakistan and Bangladesh (formerly East Pakistan) as the public administration consultant to the planning board of the Pakistani government, which at that time included East Pakistan.

Biographical Note
Paul Louis Beckett was born October 18, 1913 in Warren County, Illinois. He completed his Bachelor of Arts degree in 1935 at Monmouth College, his Masters of Arts at the University of Illinois in 1938, and his PhD at the University of California Los Angeles in 1949. Beckett was a professor of Political Science at Washington State University from 1947 to 1977.
During the early 1940s Beckett was employed in municipal government in Los Angeles and also worked in a war-time administrative agency in Washington, D.C. From 1945 to 1947 he was a member of the faculty at the University of New Mexico, and in 1947 he joined the Political Science faculty of Washington State College. His field of special expertise was municipal government. His interests and research also included the politics of organization and reorganization, individual and group behavior in organizations, decision making, leadership and authority, communication, and how to ensure administrative responsiveness and responsibility.
During the 1950s, Beckett actively participated in the establishment of municipal governments while teaching at the American University in Beirut. In 1952, Beckett, his wife, and their two young children traveled to Beirut, where he established the Department of Political Science at the American University and taught the history and fundamentals of municipal government. After returning from Beirut, Beckett served as chair of the Department of Political Science for eight years. In 1957 he was a public administration consultant to the planning board of the Pakistani government, which at that time encompassed East Pakistan, which was later known as Bangladesh.
In addition to his teaching and administrative activities, Beckett was also an active member of the American Political Science Association, the Pacific Northwest Political Science Association, The American Association of University Professors, and the American Society for Public Administration.
Scope and Content
The Paul Beckett Papers consist of materials documenting Beckett's career as a professor of political science. It contains drafts of Beckett's publications on government, files on conferences and professional organizations in which Beckett was an active member, and several files from Beckett's trip to Pakistan to advise on the formation of the newly established Islmaic state of Pakistan. His papers on professional organizations include correspondence and reports from the Committee on State Government Organization and planning documents on the annual Public Affairs Conference. Beckett's manuscripts and research notes include work on articles and chapters about governance and an article about resource management. His files on Pakistan revolve around a Ford Foundation project in the 1950s. They include reports, notes, and supporting government documents published by the Pakistani government.
Arrangement
This collection has been organized into three series: Conferences and organizations, Research notes, and Pakistani government.
Series 1: Conferences and organizations, 1945-1977. This series consists of reports, correspondence, and notes created from Beckett's involvement with professional organizations such as the American Political Science Organization. Many files in this series were created from Beckett's involvement with the annual Public Affairs Conference from 1948-1950 and the Committee on State Government Organization.
Series 2: Research notes, 1952-1984. This series consists of manuscripts, correspondence, and notes for Beckett's publications. These include articles and book chapters by Beckett on the Constitution, Washington state government, and resource management.
Series 3: Pakistani government, 1956-1957. This series consists of essay, reports, personal notes, and publications collected by Beckett during his time as a public administration consultant to the planning board of the Pakistani government. Materials labeled as “East Pakistan” pertain to modern day Bangladesh, but has kept its original label as East Pakistan.
