Recommendations

General Recommendations

Set and review library goals at least annually.

All library personnel are encouraged to spend at least 5% of their time in a direct public service activity outside their primary assignment.

Town meeting concept should continue with quarterly meetings for information sharing.

Conflict resolution resources should be available in the Library.

New AD positions (Access & Collection Services, Public & Research Services, and Human Resources) will require external searches.

Some areas of concern need review during the implementation process, among them copy services (machines, Copy Center, printers), microforms, preservation, and gifts & exchanges.

Recommendation on Budget Process

The Planning Committee recommends that the entire budget process for the WSU Libraries be reviewed. We recommend that the Libraries budget be allocated to the Assistant Director level to facilitate management, planning, and accountability. The exception to this allocation would be the capital equipment budget which is currently too small to be allocated.

There needs to be more communication about the budget and the budget process. There needs to be wider participation in the process and more information readily available about the budget and the budget process. It is suggested that the Library Council be the first line of discussion about larger budget issues and that overall coordination be the purview of the Director’s Cabinet.

Implementation Recommendations

Include representation from the Planning Committee in the implementation process.

Determine composition and membership of working groups.

Provide training to achieve effective working group operating procedures, decision-making, etc.

Determine how the components of the organization will work together: units, divisions, working groups, Library Council, Director’s Cabinet.

Identify and develop formal communication channels at the unit, division, working group, Library Council, and Director’s Cabinet levels.
