Washington State University Libraries
Faculty Development Committee (FDC)

Role:

The Faculty Development Committee is concerned with the arrangement of programs and seminars to assist in the professional development of Library Faculty. It also requests library research proposal funding from Library Council, reviews library research proposals and distributes the allotted library research funds in conjunction with the Director of Libraries.

Membership and Governance:

The FDC shall be composed of 5 members (elected at large) who will serve two-year terms which will rotate as follows: 3 members will complete terms on May 31 of odd-numbered years, and 2 will complete terms on May 31 of even-numbered years. There is no limit to the number of terms a Library Faculty member may serve on the committee. At least 1 member of FDC shall be a tenured member of the Faculty at the time of election, and at least 1 member of FDC shall be a non-tenured member of the Faculty at the time of election.

The FDC has the power to elect its own officers, determine dates of its meetings, and enact its own rules of procedure. FDC programs will be scheduled at varying times. The Faculty Development Committee reports to the Library Faculty.

Elections:

Elections will be held at the Library Faculty Meeting closest to April 30. Two weeks prior to the election, the Nominating Committee, composed of one member of FDC and two members of the library faculty recruited by FDC, will submit in writing to the library faculty a ballot of nominees for the vacancies to be filled June 1. There must be at least two nominees for each vacancy. If a member of the Nominating Committee is nominated for a vacancy and accepts the nomination, that person shall resign from the committee and be replaced by another member of the library faculty.

It is the responsibility of the Nominating Committee to ensure that there are appropriate numbers of tenured and non-tenured nominees on the ballot to fulfill the FDC membership quotas in each category. The Nominating Committee must verify willingness of all nominees to serve. Space on the ballot will be provided for the names nominated from the floor and for write-in candidates. Absentee ballots will be accepted in advance of the meeting. A person with an appointment to the library faculty, whether temporary or otherwise, is considered a voting member of the faculty.

If there are unanticipated vacancies from the previous year, the Nominating Committee will also submit at least two nominees for each such vacancy. In the interim between elections, the committee may fill vacancies on the committee. This will be a temporary appointment and has no bearing on succession. If any member of FDC is unable to participate in the work of the committee for a period of more than three months, the FDC is empowered to appoint a replacement for the period of absence. A member who anticipates an absence of a year or more shall resign so that the vacancy may be filled at the annual election.
